How and Where Do I Register to Vote?

A U.S. citizen, at least 18 year old, who has resided at a residential address for at least 10 days, not currently serving a sentence including probation or parole for a felony conviction, and is not otherwise disqualified from voting, is an eligible elector.

As of January 1, 2003, the federal "Help America Vote Act of 2002," requires any person registering to vote to:

  1. Provide a Driver's License or other WI Department of Transportation (DOT) issued identification number.

    If you have not been issued a WI Driver's License/WI DOT issued identification card, provide the last four digits of your social security number.


    If you have neither a driver's license or other WI DOT issued identification number nor a social security number, indicate so in the appropriate area of the registration form (Box 2 on Form GAB-131).

  2. Answer the following questions (Box 8 on Form GAB-131)

    1. Are you a citizen of the United States of America?

    2. Will you be 18 years of age on or before election day?

Note: The registration cannot be processed until the elector provides this information and answers the questions.

Anyone wishing to vote in the State of Wisconsin, where they are required to register, has three options to register:

  1. By Mail: Download the Application for Voter Registration (GAB - 131), complete the form and mail it into your municipal clerk's office up to 5:00 p.m. on the 3rd Wednesday (20th day) before the election.

    Please Note:
    Proof of Residence is required for any elector, who is not a military or overseas elector, who registers by mail and has not previously voted in an election in Wisconsin.

    A
    copy must be included when submitting the registration application. If it is not included, the elector will be required to supply it before being issued a ballot.

  1. In Person: Register in the municipal clerk's office up to 5:00 P.M. on the day before the election. Note: After the BY MAIL deadline, the elector shall present acceptable proof of residence as outlined below.

  1. At the Polling Place on Election Day: If you wish to register to vote at your polling place, you must bring proof that you have lived at your present location for 10 days preceding the election. For purposes of voter registration, the identifying document constitutes acceptable proof of residence if it includes:

  1. A current and complete name, including both the given and family name and

  2. A current and complete residential address, including a numbered street address, if any, and the name of a municipality.

Identifying documents must be valid on the day that an elector makes application for registration in order to constitute proof of residence.

Acceptable forms of identifying documents that serve as proof of residency are:

1. A current and valid Wisconsin driver's license.

2. A current and valid Wisconsin identification card issued by the Department of Transportation.

3. Any other official identification card or license issued by a Wisconsin governmental body or unit.

4. An official identification card or license issued by an employer in the normal course of business that contains a photograph of the cardholder or license holder, but not including a business card.

5. A real estate tax bill or receipt for the current year or the year preceding the date of the election.

6. A residential lease which is effective for a period that includes Election
Day – except for first-time voters registering by mail.

7. A university, college, or technical institute fee card or identification card (must include photo).

A card under this subdivision that does not contain the information specified in par. (b) shall be considered proof of residence if the university, college, or technical college that issued the card provides a certified and current list of students who reside in housing sponsored by the university, college, or technical college to the municipal clerk prior to the election showing the current address of the students and if the municipal clerk, special registration deputy, or inspector verifies that the student presenting the card is included on the list.

8. A gas, electric, or telephone service statement (utility bill) for the period commencing not earlier than 90 days before Election Day.

9. A bank statement.

10. A paycheck.

11. A check or other document issued by a unit of government.

At this time, proof of residence is all that is required of a voter in order to register at the polling place on Election Day. If you cannot supply acceptable proof of residence, your registration form can be substantiated and signed by one other elector who resides in your municipality, corroborating your residency information. The corroborator must then provide acceptable proof of residence.
