4 Officers and 1 Nurse Injured During Arrest of Resistive Individual

On Wednesday September 17th, at approximately 10:10pm, Officers were attempting to locate Devon E. Knapp, 10/23/2000, at a residence in the 3200 block of Ebner Coulee reference a violation of a no contact with his ex-girlfriend, as part of his bond condition from a previous incident. While attempting contact with Devon, he ran out the backdoor and up a hill into the wooded area behind the residence. Officers were able to contact Devon, but he continued to be physically resistive, refusing to walk down the hill, purposely falling on the ground, forcefully kicking, scratching and biting 2 officers. Tri-State Ambulance responded and assisted with transporting Devon to a local hospital. While at the hospital, he continued to be physically resistive, scratching a nurse who was assisting him, scratching another officer by digging his fingernails into the officer’s hand and spitting in the face of a sergeant. Upon medical clearance he was transported to jail and released to jail staff. Throughout this contact, Devon’s behaviors included biting an officer’s fingers, biting another officer in the leg, scratching another and breaking their watch and digging his fingernails into a fourth officer’s wrist, causing them to bleed. He also spit in the face of a sergeant and scratched a nurse while at the hospital. 

“The conduct of Mr. Knapp is unacceptable. 4 officers and a nurse were injured due to his actions. Officers and medical staff are doing their jobs, protecting and serving the community. These types of assaults on law enforcement and medical staff cannot be tolerated.” La Crosse Police Department Chief of Police, Shawn Kudron.”

Mr. Knapp was charged with 4 counts of Battery to Law Enforcement, Resisting Arrest, Discharging Bodily Fluids at a Public Woker, Criminal Damage to Property, 2 counts Disorderly Conduct, 3 counts Misdemeanor Bail Jumping, and a Probation Warrant. He is innocent until proven guilty in a court of law.
