Call for Applications for 2020 Community Development/HOME Funds
Greetings: The 2020 City of La Crosse Community Development Block Grant (CDBG) Application is now available and due on January 16, 2020. Please read all application information found carefully. This is for applicants who are housing, public infrastructure, and economic development projects only. The grant period for these funds is April 1, 2020-March 31, 2021. There is a total of $347,826 in funds available. Only projects that meet one of the following objectives may apply:
1. Repair aging housing infrastructure, both rental and owner-occupied.
2. Increase the number of quality, affordable owner-occupied homes in distressed neighborhoods (PPH, Washburn, Lower Northside Neighborhoods)
3. Improve public infrastructure to enhance the livability and attractiveness of Neighborhood Strategy Areas (priority Hamilton Elementary School).
4. Expand access to licensed child care or early learning opportunities for LMI persons.
5. Support businesses that create economic opportunities in LMI neighborhoods, with an emphasis on food access.
6. Homeless families or chronically homeless obtain and sustain long-term housing. (Please note: CDBG funds are not eligible to support rental assistance payments to tenants. All HOME funds have been allocated to previously selected projects.).
A pre-application which must be completed and approved by City Staff first. The pre-application must be completed by January 7th but applicants are highly encouraged to complete the pre-application as soon as possible so they can begin their application. Applicants who do not complete the pre-application or who are deemed not eligible to apply will not be able to submit a CDBG application. The application process is online and can be accessed here. Please use your organization’s existing username and password if you have one.
- Funding for new homeowner housing must have a second mortgage component upon which a portion of the funds is returned to the City upon re-sale of the property.
- All housing projects must be prepared to follow HOME and CDBG regulations and accept a minimum 10 year affordability period.
- There is an additional $300,000 loan set-side for a mixed-income multi-family project that will be applying in for January 2020 tax credits. Units must be set-aside for individuals transitioning out of homelessness and market-rate units. This loan has the following terms: 2% annual interest, principal deferred.
