1 Police Abandoned Vehicles Any vehicle left unattended for more than 48-hours on any public street or grounds is deemed abandoned and constitutes a public nuisance, and may be ticketed and towed, with the vehicle owner being responsible for all charges, including storage. Any vehicle left unattended for more than 48-hours on any private property where parking is prohibited, limited or restricted, without the permission of the owner or lessee, is deemed abandoned and constitutes a public nuisance, and may be ticketed and towed, with the vehicle owner being responsible for all charges, including storage. To report an abandoned vehicle, contact the La Crosse County Dispatch non-emergency line at 608-782-7575 and personnel will begin the process for marking, tracking, and ticketing/towing the vehicle.
2 Police Alcohol No person may procure for, sell, dispense, or give away any alcohol beverages to any underage person not accompanied by his or her parent, guardian or spouse who has attained the legal drinking age. Please see WI State Statute 125.07(1)(a)1.
3 Public Works Alleys (General) There are public and private alleys in the City of La Crosse, primarily for access to the backs of properties. Alleys may be paved or non-paved, and may connect thru or be "dead end." New concrete alley paving is by petition of adjacent owners, and cost are partially assessed. For more information contact your Alder-person. Petition and assessment information can be picked up in the Engineering Department at City Hall. Non-paved alleys can be graded, or re-graded, to help with washouts, divots, and "potholes." The Street Department should be contacted for maintenance issues. For overgrowth of bushes or trees that is encroaching into a public alley, please contact the Engineering Department. For speeding or cut-thru traffic issues, contact the Police Department. There are no traffic calming measures that can be done to alleys, as they are very narrow and have unique drainage issues. Statutory speed limit of alleys is 15 MPH.
4 Recycling Appliances / Large items Large items are no longer picked up as a city-serviced collection. It is the resident's responsibility to dispose of appliances and large items. Follow this link for more information. Below are some options for recycling and disposal:
5 Assessor Assessment dates to remember January 1: Assessment Date - All property is assessed as it existed on this date January 31: Full payment of taxes due OR if paying in installments, due date of first tax installment payment (Installment payment option is not available for personal property taxes) March 1: Last day to file personal property returns and file request for property tax exemption. Month of April: Assessment change notices are typically mailed during the month of April. Second Monday in May: Earliest meeting date for the Board of Review. The Board of Review can meet anytime within the thirty-day period beginning with the second Monday in May. July 31: Final tax installment payment due date.

15 Police Complaints Against Department If you have a concern with any aspect of service provided by the La Crosse Police Department, and wish to speak to a supervisor, please contact the La Crosse County Dispatch non-emergency number at 608-782-7575 and ask to speak to a La Crosse Police Shift Commander. You also have the following options:
  • Submit information through our Online Complaint Form.

16 Waste Water Corner Flooding/Frozen or Snow Covered Catch Basins During winter months, we have stormwater utility crews out working to clear snow and ice from corners and catch basins as quickly as possible. Specific requests by location are responded to on a first come, first serve basis with extra priority given to any that are a safety concern to life and/or property. It can be challenging for crews to keep the 6000+ storm water catch basins clear, especially during an extremely difficult winter. We do ask citizens who are able and willing, to assist with clearing the catch basins near their homes to improve drainage. If you submit a service request, your address will be added to our priority list. Once a request is submitted, we will then let you know once your location is clear and draining as it should. We appreciate your patience.

22 Water Dirty or Discolored Tap Water Water from La Crosse's aquifer contains low levels of naturally occurring iron and manganese, which can accumulate as sediment in water mains. The minerals aren't considered harmful, but their accumulation over time can cause water to have a slight brown or reddish tint. We flush our water mains in the spring, and again sometimes in the early fall, to push out the sediment, but that action -- or any other disturbance such as fire hydrant use for fire suppression, a main break, contractor work on mains or services, or a fire hydrant flow test -- can temporarily stir up the sediment that causes discolored water. If your water becomes discolored, run a cold water tap, preferably a bath tub or utility sink in the basement or an outside faucet, at full force until the water clears. Usually it clears in a few minutes. If it doesn't clear up, call the La Crosse Utilities Office at 608-789-7536.

37 Assessor How does the Assessor value property? Wisconsin Law requires that property assessments be based on fair market value. Estimating the market value of your property is a matter of determining the price a typical buyer would pay for the property in its present condition. Some factors the assessor considers are: what similar properties are selling for, what it would cost to replace your property, what rent it may earn, as well as any other factors that affect its value. IT IS IMPORTANT TO REMEMBER THAT THE ASSESSOR DOES NOT CREATE THIS VALUE, BUT RATHER INTERPRETS WHAT IS HAPPENING IN THE REAL ESTATE MARKET.

In the City of La Crosse the firefighters are trained to deliver emergency medical care prior to the arrival of the ambulance (all firefighters on LCFD are Emergency Medical Technicians). Many times the fire trucks arrive minutes before the ambulance. The firefighters also assist ambulance personnel in lifting and moving patients from the basement or second story of the home to the ambulance.

61 Water Street Flooding During a thunderstorm with heavy rain that comes down very fast, the City's stormwater system can get overwhelmed and some City streets and low areas can flood. What can I do about street flooding? To aid in reducing the chance of street flooding, you can assist the City by helping keep the storm drains clear of leaves, plastic bags or other debris. Use a rake or broom to remove the debris and dispose of with other yard waste. During a heavy rain event, utility crews will be out checking for manholes that have been dislodged or for clogged storm drains. If all systems are clear, there is not much else that can be done other than to wait out the storm and let the stormwater system catch up. If you are concerned that a storm drain is clogged or you see a dislodged manhole cover during a flooding event, please contact the La Crosse Utilities Office at 608-789-7536 . Does the City cover flood damages? In most cases, the City does not cover flood damages. Excessive rain is considered an "act of God" and the City is not responsible for damages resulting from these events. A stormwater system that is overburdened by too much rain is not a failure of the stormwater system itself. Check with your insurance company for details on your homeowner's policy. Accreditation is a comprehensive self-assessment and evaluation model that enables organizations to examine past, current, and future service levels and internal performance and compare them to industry best practices. This process leads to improved service delivery. The Center for Public Safety Excellence's (CPSE) Accreditation Program, administered by the Commission on Fire Accreditation International (CFAI) allows fire and emergency service agencies to compare their performance to industry best practices in order to: Determine community risk and safety needs and develop community-specific Standards of Cover. Evaluate the performance of the department. Establish a method for achieving continuous organizational improvement. The La Crosse Fire Department has been an accredited agency as of 2014. This means that the La Crosse Fire department has been evaluated by the CFAI and successfully completed the accreditation process. The CFAI verified and validated all procedures, plans, and operations are up to the standard set by CFAI. The city of La Crosse is only 1 of 217 in the world with this prestigious recognition.
68 Transit What happens during bad weather like heavy snow? MTU travels in the most inclement of weather, but sometimes snow and weather-related traffic conditions can affect service. During periods of heavy snow, buses like traffic will fall behind. Passengers are encouraged to plan extra time into their commute, take earlier trips, and allow for extra time to get home. Buses not only get slowed down by snow and other bad weather, but also by surrounding traffic. Rest assured our drivers are working to reach your stop as soon as possible. Allowing for extra time is the best way to get around during winter weather travel.
69 Transit What happens during severe weather such as heavy rains, thunderstorms or possible tornadoes? MTU runs even during the most severe weather. Buses will detour around heavily flooded streets that are no longer safe for vehicle travel. When a tornado is issued by the National Weather Service, drivers will stop their bus in a safe area and alert passengers to the emergency. They will then seek safe shelter for both themselves and their passengers. Service will resume as soon as the all-clear is given by the National Weather Service.

Through the Public Protection Classification (PPC™) program, Insurance Services Office (ISO) evaluates municipal fire-protection efforts in communities throughout the United States. A community's investment in fire mitigation is a proven and reliable predictor of future fire losses. So insurance companies use PPC information to help establish fair premiums for fire insurance — generally offering lower premiums in communities with better protection. Many communities use the PPC as a benchmark for measuring the effectiveness of their fire-protection services. The PPC program is also a tool that helps communities plan for, budget, and justify improvements. The PPC is on a 1-10 scale with 1 being the best and 10 being the worst. The La Crosse Fire Department received a ISO rating of 2.
71 Assessor
The Board of Review in the City of La Crosse is comprised of local citizens selected by the Mayor and approved by the City Council. The basic function of the Board is to listen to sworn testimony presented by both the property owner and assessor and then determine if the assessed value of the property is correct. All sessions of the Board are held in the Council Chambers. By statute, the first session of the Board of Review must be within the thirty day period beginning on the second Monday in May. If there are not many appeals, the Board will usually complete its business during their first session. Once the Board has heard all appeals and adjourned, no further assessment objections can be considered until the following year. When you receive your tax statement in December, it is too late to file an objection for the current assessment. Paying your taxes under protest does not constitute a formal assessment objection. What evidence to I need to present to the Board of Review? Keep in mind that your evidence must be strong enough to prove that the assessor's value is incorrect. STATING THAT PROPERTY TAXES ARE TOO HIGH IS NOT RELEVANT TESTIMONY. You should establish in your own mind what you think your property is worth. The best evidence for this would be a recent sale price of your property. The next best evidence would be recent sales prices of properties that are similar to yours. The closer in proximity and similarity, the better the evidence. Another type of evidence is oral testimony from a witness who has made a recent appraisal of your property. Does the Board of Review have the final say? If you don't agree with the Board of Review decision, the next step is an appeal to either the Wisconsin Department of Revenue or the Circuit Court.

The crews on the fire trucks are trained to handle basic life support medical emergencies as well as ancillary problems associated with motor vehicle crashes. Ancillary problems include extrication of patients from vehicles and equipment; addressing spilled or leaking flammable and combustible liquids, and ensuring for overall scene safety of the general public, first responders, and patients. On most occasions, the fire truck is closer to an incident because our fire stations are strategically located within different neighborhoods. This allows for a very quick response time, usually faster than the ambulance will arrive.

The fire department inspects buildings to ensure they remain free from hazards that may endanger the occupants. The inspections are required by Wisconsin Statutes and Administrative Codes. Most buildings are inspected twice per year. The inspections are performed by both the firefighters working in the fire stations and fire prevention officers, who have special training in building construction, fire detection and alarm systems, and fire suppression systems.

There are differences between individual properties and between neighborhoods. In one area the sales may indicate a substantial increase in value in a given year. In another neighborhood there may be no change in value, or even a decrease in property values. Different types of properties within the same neighborhood may also show different value changes. For example, one-story houses may be more in demand than two-story houses, or older homes in the same area may be rising in value more slowly than newer homes. There are numerous factors to be considered in each property which will cause the values to differ. Some of the factors which can affect value are location, age, condition, size, quality, number of baths, basement finish, and garages.

When an interior inspection is not allowed, the assessor will attempt to update our records by looking at the property from the outside and using any other available information. To ensure an accurate assessment, it is to your advantage to allow the assessor inside your property when an inspection is requested. By denying an inspection, you may lose the right to appeal your assessment to the Board of Review.

Good maintenance will help retain the market value of your property. Generally, your assessment will not be increased for individual minor repairs such as those that follow; however, a combination of several of these items could result in an increased assessment. 88 Assessor What if I don't agree with my assessment? Come and talk with an assessor. During this informal session you can learn how your assessment was made, what factors were considered, and what type of records we keep about your property. After this review, if I still think the assessment is incorrect, what can I do? The next step is to file an objection with the Board of Review. The property owner must provide the City Clerk with a written notice of intent to file an objection at least 48 hours before the Board's first scheduled meeting. The Board can waive the 48 hour notice requirement if the property owner shows good cause for failing to meet the requirement or provides evidence of extraordinary circumstances. Objections must be in writing and should be filed with the City Clerk within the first two hours of the Board's first scheduled meeting. The Board of Review usually requires an objection to be filed on standard forms which are available either from the City Clerk or the City Assessor's office.

We do not have authority over placement or timing of signals on State Highways. You may direct your complaint to WisDOT or the Engineering Department. The following signals are State (WisDOT) signals:

Yellow Flashing Beacons are also known as RFB's. These are flashing yellow lights, typically found at mid-block crosswalks, usually with medians. They are button-activated, or they may be set on a timer to flash throughout certain hours of the day. Report issues to the Street Department. Please be as specific as possible about location, including the street name, the nearest intersecting street, or an address. Single family homes and duplexes, (not exceeding 8 bedrooms), are allowed 1 garbage & 1 recycle cart per address on the tax parcel. Triplexes through eightplexes, (not exceeding 8 bedrooms) are allowed 3 garbage and 3 recycling carts. Carts should always stay at the tax parcel and are the responsibility of the property owner. New builds can request a set of carts as outlined above.


Report missing carts, request serial #s, request carts or additional carts, exchange existing carts for a different size, and replace or repair damaged carts by calling the Refuse & Recycling Department, 608-789-7508. 120 Engineering Alley Paving

There are public and private alleys in the City of La Crosse, primarily for access to the backs of properties. Alleys may be paved or non-paved, and may connect thru or be "dead end". The city only manages land on public alleys.

Requesting an alley be paved: New concrete alley paving is by petition of adjacent owners, and cost are partially assessed. For more information contact your Alder-person. Petition and assessment information can be picked up in the Engineering Department at City Hall.

Requesting maintenance of paved/concrete alley: If it is near a drain or manhole, then the Utilities Dept should be contacted. For broken concrete alleys already paved, the Engineering Department may budget annually a small project for miscellaneous repair of alley concrete; otherwise, contact the Street Department.

Requesting maintenance of non-paved alley: We grade alleys to help with washouts, divots, and "potholes" once in the Spring after the rainy season has passed, and once in the Fall. The Street Department should be contacted for maintenance issues.

Winter Issues: The city does not sweep or plow alleys. Maintenance of this type is the responsibility of the property owners abutting the alley; this includes the apron entrances of alleys. If there is an ice storm of more than 1/4" we may salt or sand alleys.

Overgrown vegetation encroaching on alley: Most complaints about overgrowth are on private property. Those would be addressed by Building & Inspections. For more information see the script for Trees/Grass, Weeds, Overgrown Vegetation.

Speeding or cut-thru traffic issues: Report these to the Police Department. There are no traffic calming measures that can be done to alleys, as they are very narrow and have unique drainage issues. Statutory speed limit of alleys is 15 MPH.

 

121 Streets Street Lights

Wooden poles and the lights on them belong to Xcel Energy. Please contact them at 800-895-4999 or click here to report outages. If you want lights placed in residential areas or alleys, make your request to Xcel.

If you want to inquire about placing whiteway lights (gray metal poles lining residential areas) contact your neighborhood group or council member to get started on the process. These are approved through Board of Public Works with assistance from Engineering Department. Maintenance issues should be reported to the Street Department.

The Street Department maintains the decorative light poles found in central downtown and the northside downtown of La Crosse. These are the black metal poles with decorative bases and scrolling. Issues should be reported to the Street Department. Please be as exact as possible when reporting lighting issues. Include nearest address/ intersection, side of the road, and any other information we can use to determine which light you're referencing.

122 Refuse and Recycling Yard Waste & Brush Services

Yard Waste is only collected from your property if you have signed up for a subscription service with Harter's Quick Clean-Up, or a contractor of your choosing.

La Crosse residents can drop off their yard waste & brush between March and November at the Isle La Plume site.

The City offers a curbside BRUSH pick-up week in May. *we are not affiliated with the Neighborhood Clean Up hosted by the Jaycees.
