The City of La Crosse's Replacement Housing Program has three goals; increase the number of affordable homes available for low-moderate income households, revitalize neighborhoods and provide a job training site. The City developed a partnership with Western Technical College and Central High School to assist in achieving these goals. The City provides Western and Central a hands-on job training site and materials to construct a single family owner occupied home. Upon completion the homes are sold to a low-moderate income household.

Upon completion, homes will be listed on the Multiple Listing Service (MLS), at or below assessed value. To purchase a Replacement Housing home, the Buyer must have a gross income below 80% of County Median Income and qualify for a conventional mortgage. The City offers a deferred second mortgage to help make the monthly mortgage payments affordable to most income levels.
