The La Crosse Police Department is made up of four bureaus including Administrative Services, Professional Standards/Community Services, Field Services, and Investigative Services. The Police Department also oversees the Police Parking Utility.

The Administrative Services Bureau (ASB) is responsible for accounting, payroll, purchasing, planning, budget development, communications, and most other tasks that involve personnel, monies, or the storage and security of evidence and property. In addition, the ASB handles all hiring, research and analysis, appropriations, inventories, and funding concerns.
The Administrative Services Bureau includes the separate divisions of Records, Property and Evidence, Training, and oversees the City's Parking Utility.
The Field Services Bureau personnel are among the best training officers in the State of Wisconsin, with many bureau officers providing training to other officers throughout the state. Many of the bureau officers have attended Federal Homeland Security Training and State Emergency Management Training. The officers continually demonstrate the highest degree of professionalism under difficult circumstances as they serve the community under the department’s mission statement.
The FSB consists of three shifts, each commanded by a Shift Lieutenant supported by Sergeants who directly supervise all activities while officers are on patrol. These shifts are supported by a 4th shift of patrol officers assisting with peak calls for service during the evening and early morning hours. Officers conduct day-to-day, street-level operations such as responding to emergencies, alarms, reports of criminal activity, calls for service, and traffic crashes. The services provided include traffic enforcement, accident investigation, criminal investigation, special event public safety, dignitary escort and protection, and handling service-oriented calls with the public. Members of the Field Services Bureau can be seen patrolling in a squad car, on a bicycle, or on foot.
Along with these primary duties, the Field Services Bureau also oversees specialty units such as the K-9 Unit, Emergency Response Team, Bicycle Patrol, Water Patrol, Honor Guard, and the Police Reserve Program. Members of the FSB also work closely with the La Crosse Area Law Enforcement Chaplaincy.
The Professional Standards/Community Services Bureau is also involved in the community through the administration of Neighborhood Watch, National Night Out, La Crosse Area Crime Stoppers hotlines, as well as the annual department-hosted Citizens' Police Academy.
Members of the PS/CSB also serve as Police Information Officers (PIOs), fielding all media-related calls, emails, and inquiries, as well as assisting with interviews, tours, and other public information gatherings.
Additional department-specific responsibilities include, but are not limited to, recruitment and retention, internal investigations, accreditation, policy review and development, administration of the internship program, as well as the oversight of over $500,000 each year in federal and state grant funding.
The Investigative Services Bureau (ISB) is primarily responsible for the investigation of all criminal cases within the City of La Crosse. The ISB has a staff of twelve members assigned to one of three different areas: white-collar and general investigations; narcotic/vice investigations; and sensitive crimes including domestic violence, juveniles, sex crimes, and elderly victims’ incidents. Even though there are areas of expertise, all Investigative Bureau members are training in a variety of disciplines, capable of performing a wide variety of specialized tasks outside their regular assignments. This provides greater flexibility in their work assignments when the need arises.
ISB personnel not only provide expertise in crime investigations, they initiate investigations, develop sources of information, and serve as liaisons to other organizations within the community. The ISB staff also provides educational and instruction training presentations at Western Technical College, University of Wisconsin-La Crosse, Viterbo University, Winona State University, both local hospitals, a variety of neighborhood groups, both downtown business associations, and the area public schools at all levels.
Investigative Service Bureau members serve on a variety of local, state, and national committees including the Internet Crimes Against Children Task Force, Child Advocacy Center, Drug Endangered Children Task Force, La Crosse County Drug Court, Violence Against Women Association, New Horizons, Wisconsin Association for Identification, Wisconsin Association of Homicide Investigators, National Association of Gang Investigators, Outlaw Motorcycles Gang Investigators, and Domestic Abuse Reduction Team (D.A.R.T.).
Recently, with the formation of unique public-private partnerships, the La Crosse Police Department created a Neighborhood Resource Officer Team, which is overseen by the Investigative Services Bureau.
