Almost 100 Affordable Housing Units are Coming to La Crosse

LA CROSSE, WI — The City of La Crosse has been awarded a total of $2.4 million in 2026 Housing Tax Credits from the Wisconsin Housing and Economic Development Authority (WHEDA) for the 7th St. Residences and Heritage Lofts at Lincoln projects.

"As our city continues to grow, increasing our housing supply is important for social and economic development,” Director of Planning and Development Andrea Trane said. “This is a huge win for increasing access to affordable housing for all residents and for the City’s workforce housing needs.”

WHEDA awarded $47.8 million for multifamily housing tax credit developments throughout the state, with La Crosse receiving $1,110,800 in federal credits for 7th St. Residences. Heritage Lofts at Lincoln received $721,713 from the federal government and $521,401 from the state.

Community Development Manager Mara Keyes expressed her excitement that the two awards will make available almost 100 affordable units in La Crosse for residents earning at or below the median income level. “A 2024 housing study identified the need for 1,500 new housing units to be created by 2030, including housing of all types — homes, condominiums, apartments, rentals and owner-occupied units,” she highlighted. “Every new development or housing opportunity truly makes a difference.”

7th St. Residences will be located at 2301 7th St., across from the Green Island Ice Arena. This project will move 20 residents from the current Christopherson Apartments to the new 45-unit building. The remaining space will be used for Emplify Health rehabilitation services. Heritage Lofts at Lincoln involves the adaptive reuse of the former Lincoln Middle School which has sat shuttered since August 2023. The existing building will be converted into 51 units with a community space that allows the physical presence of the La Crosse Area Family Collaborative.

Heritage Lofts at Lincoln begins construction in January 2027, with 7th St. Residences beginning later in the summer. Both projects will be completed in 2028.
