La Crosse Police Share E-Bike Education and Safety

With the increasing popularity of electric bicycles (E-bikes) and other electric - powered devices, the La Crosse Police Department is working to educate community members about traffic safety and applicable laws. This educational effort is intended to promote safe riding practices, protect all members of our community, and increase awareness of traffic laws and city ordinances related to electric bicycles and other motorized devices. 

We have seen a rise in safety concerns regarding high-powered electric bicycles and other electric - powered devices, specifically involving youth riders operating at high speeds, traveling against traffic patterns, or riding unlawfully on sidewalks.

"Our primary goal is raising awareness and safety through education," said La Crosse Police Chief Shawn Kudron. "We want everyone in our community, particularly parents and youth, to recognize the serious risks to riders if a traffic accident were to happen.  While officers will utilize discretion to educate and issue warnings, serious or repeat violations could result in citations.”

Safety Guidelines for Operators:

• What is an E-bike?  E-bikes must feature operable pedals and have an electric motor that does not exceed 750 watts. Bicycles/play vehicles lacking pedals are prohibited from being operated in the city, except on private property with the owner’s consent. 
• Where can you ride?  Electric bicycles solely using manual pedal power and e-scooters are permitted on sidewalks; however, e-bikes with throttle engaged are not to be ridden on sidewalks. Operators must maintain a reasonable rate of speed. E-bike can be ridden on the roadway.  E-scooters can also be ridden on the roadway however only on roads with a speed limit of 25 M.P.H. or less.   
• What about traffic laws? Electric bicycle or e-scooter operators must follow the same rules of the road as drivers of standard motor vehicles, including but not limited to not exceeding speed limits, stopping at traffic lights and signs, and proper lighting.
• What are some good safety practices? We encourage everyone, no matter your age, to wear safety equipment, including helmets, wearing brightly colored attire and never use an electronic device while operating any type of bicycle, both motorized and human powered or e-scooter.  

The La Crosse Police Department highly encourages parents to verify the legal classification and speed capabilities of any electric vehicle before allowing minors to operate them.
