LA CROSSE, WI — The City of La Crosse released a Request for Proposals (RFP)(PDF, 870KB) today, September 24, seeking qualified partners to administer its Housing Rehabilitation Program. This program is funded through the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program and has supported over 1,300 La Crosse homeowners since its creation.
“More than two-thirds of La Crosse’s housing stock was built before 1980,” Community Development Manager Mara Keyes said. “It is imperative to address the priorities outlined in our 2025–2029 Consolidated Plan, which identifies an aging housing stock and the preservation and improvement of existing housing as important community needs.”
The goal of this RFP is to preserve the city’s current housing stock while providing safe, quality, and affordable homes for low- and moderate-income residents. The selected partner will work with the City to administer the program, including homeowner outreach, eligibility verification, project coordination, contractor management, financial administration, and compliance with applicable federal requirements.
Interested parties may submit a proposal by 4 p.m. CST Wednesday, October 21. Proposals should be submitted electronically to the Department of Planning and Development at planning@cityoflacrosse.org. Proposals received after the deadline will not be considered.
