Residential Parking Permits
Qualifications
- You have no outstanding parking tickets; and
- You have a parking time zone established for the side of the street on which you live; and
- Your block is zoned at least 50% residential and multiple dwelling; and
- You have a valid driver license; and
- You are a homeowner or direct relative of the homeowner for the address you are applying for; or
- You are a tenant/lessee, in which case you will need to provide a copy of your current lease to prove residency. A maximum of 2 permits will be issued for rental properties.
- Mobile App Zones may not be eligible.
- Multi-Family housing may not be eligible.
- Residents in the downtown district are not eligible.
Application
If you meet the above qualifications, you can submit application materials two ways:
Online
Apply online via our Parking Utility Permit website.
- Click on "Permits" on the top left, and then "Residential Parking Permit".
- If you are a renewing customer, enter your customer number and password. If you've forgotten this information, email the Parking Utility or call (608) 789-7295.
- If you are a new customer, create a new account.
- Once you are signed-in, select the application icon to bring up the Application form. Fill this out and save to your computer.
- Then upload this saved form where indicated.
- Select verification icon to upload a copy of your valid driver license, a utility bill, or rental agreement which shows an address that matches your application.
- You will receive an email from the Parking Utility once your application is approved.
- Your license plate is your permit. If you change your license plate, please email or call the Parking Utility so your permit can be updated accordingly.
In-person, through the mail, or email
- Download a PDF of the Residential Parking Permit Application(PDF, 265KB)
- Supply a Proof of Residency - a copy of valid driver license, utility bill, or rental agreement which shows an address that matches your application.
- Submit these two items one of the following ways:
- Drop off at the La Crosse Police Department, 1st Floor City Hall, 400 La Crosse Street, La Crosse, Monday-Thursday from 8:00 a.m.-4 p.m. or Friday from 8 a.m.-noon.
- Mail to the above address with attention to "Parking Utility".
- Email the Parking Utility.
- You will be notified via email once your permit is approved.
- Your license plate is your permit. If your license plate changes, please email or call the Parking Utility so this change can be made to your permit.

Residential Permit Types
- Permits available for homeowners and their direct family that reside at the same address.
- Permits available for tenants/lessees. Maximum of 2 permits issued per rental property address.
Residential Permit Guidelines
- Residential Parking Permits are valid June 1st through May 31st annually, regardless of permit start date.
- A Residential Parking Permit is valid only when visibly and properly displayed.
- Permits are not transferable to another person or vehicle.
- The permit is valid only on the block for which it is issued.
- The permit shall not guarantee or reserve to the holder a parking space; rather, once a parking spot has been found, the holder of a permit may remain at that spot beyond the two-hour limit.
- The permit applies only to the period of time when the parking limitation is in effect. Typically the hours are 8 a.m. to 6 p.m.
- A permit does not authorize the holder to park a motor vehicle or let it stand in such places or during such times as the stopping, standing, or parking of motor vehicles is prohibited or set aside for specified types of vehicles, nor does it exempt the holder from observing any traffic regulation other than the specified hourly limit.
