Utility Billing Information
Utility Billing Schedule
- Meters are read remotely from a utility vehicle approximately one month before the bill is issued.
- The Utilities Office bills one-third of customers each month. Most properties are billed quarterly (once every three months).
- Billing cycles vary by property. To confirm your billing months, contact the Utilities Office.
- Billing statements are typically sent around the 5th of each month and are due upon receipt. Bills are delivered by USPS mail or email for customers enrolled in e-billing.
- Bills become overdue 21 days after the billing date. A 1% monthly late fee is applied to any unpaid balance until paid in full.
If You Do Not Receive Your Bill
Not receiving a bill (by mail or email) does not remove your responsibility to pay.
If you have not received your bill by mid-month, contact the Utilities Office to obtain your balance.
To avoid issues:
- Keep your mailing and email address up to date
- Mail payments at least 10 days before the due date
Mailing Address Changes
Customers are responsible for keeping their contact information current. Please notify the Utilities Office of any changes to your mailing or email address.
Sharing Account Information
Account information may only be shared with:
Delinquent Bills & Tax Roll
Unpaid utility charges may be added to your property taxes.
- A pre-tax notice is sent if a balance remains unpaid as of October 1
- Unpaid balances are transferred to the tax roll on November 15

Service Disconnection
Water service is not disconnected for non-payment.
Service may be disconnected if:
- The meter is tampered with
- There is a safety hazard
- Required inspections or meter replacements are not completed
- Utility staff cannot access the meter
- There is a code violation requiring disconnection

Responsibilities for Property Owners, Landlords, & Property Managers:
Property Owner
Utility charges are a lien against the property. This means the property owner is responsible for all charges, whether they live there or rent it out.
Landlords
Tenants do not have a service agreement with the Utilities Office. If a tenant fails to pay, the property owner is responsible for the unpaid balance.

Vacant Properties
Properties are still billed quarterly even if vacant.
Unless a property has no water service and no impervious area, charges may still include:
- Stormwater fees
- Fixed water and sewer charges
Seasonal Customers
Seasonal customers, often known as “snowbirds,” temporarily disconnect service but typically return within 12 months.
Even when service is turned off:
- Fixed service charges (meter fees) still apply year-round
- A reconnection fee may apply when service is turned back on at the curb box
This policy exists because the water system continues to incur costs even when water is not being used.
