Sanitary Connection Fee
(Effective January 1, 2020)

A sanitary connection fee is required when:

  • A property is connected to the sewer system for the first time, or
  • An existing property is updated or expanded and sends more wastewater to the treatment plant.

You may receive credit for past connection fees (RECs) if they were paid within the last 15 years.

One Residential Equivalent Connection (RED) represents the average yearly wastewater use of a typical home. The number of RECs required will depend on the type and size of the property. (1) REC= $730.00.

Sanitary Sewer Usage - Summer Calculation for Residential Customers:

“Residential utility customers” are properties used only for housing with three or fewer units.

These customers may receive a break on sewer charges during the summer months for water that does not go into the sewer system, such as:

  • Watering lawns or gardens
  • Filling temporary pools
  • Other outdoor uses

How billing works:

  • Winter Quarters:
  • Sewer charges are based on your actual water use.
  • Summer Quarters:
  • If your water use is less than 20 Ccf, sewer charges are based on actual use.
  • If your water use is 20 Ccf or more, sewer charges are based on your average winter water use, or 20 Ccf, whichever is higher.

This helps avoid higher sewer charges from outdoor water use that doesn’t enter the sewer system.

Irrigation Systems:

If your property has a separate irrigation meter, this summer adjustment does not apply to your regular (domestic) water meter.

Stormwater Charges & Credits

Residential (Homes)

Includes homes with up to 3 units (single-family, duplex, tri-plex, twin home).

  • Charged 1 ERU per property
  • If multiple meters, the 1 ERU is split between them

Non-Residential (All Other Properties)

Includes apartments (4+ units), condos, businesses, parking lots, and government properties.

  • Fee is based on actual impervious services (definition below) (roofs, pavement, etc.)
  • How it’s calculated: Square feet of actual impervious surface ÷ 2,841

Impervious surface is a surface that has been compacted or covered with materials that prevent water from soaking in, causing rainwater to run off instead of absorbing into the soil.

Ways to Lower Your Fee (Credits)

You can reduce your stormwater fee by helping manage rainwater on your property.

  • Up to 80% discount available

Homes can qualify by:

  • Using rain barrels (at least 4)
  • And/or install a rain garden

Non-residential properties can qualify by:

  • Adding Stormwater ponds, bioretention areas, and/or porous pavement
