Community Development Block Grant
The City of La Crosse is an entitlement City in the US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships Program. Its purpose is to develop viable urban communities by providing decent housing, a suitable living environment, and expand economic opportunities for low- and moderate-income persons.
2025 CAPER Annual Action Plan
The Consolidated Annual Performance Evaluation Report (CAPER) provides information about all activities that were undertaken with Community Development Block Grant and HOME funds during the program year.
A DRAFT of the CAPER(PDF, 187KB) is available for review and open to public comment from 06/05/2026 to 06/23/2026. A public hearing will be held at the Economic & Community Development Commission Meeting on 06/24 at 3 PM in Council Chambers at City Hall.

2026 Annual Action Plan
The 2026 Annual Action is submitted to the Department of Housing & Urban Development (HUD) to outline activities to be carried out in the 2026 program year.
The Plan is available for review(PDF, 357KB) and was open to public comment from 4/25/26 to 5/28/26. A public hearing was held at the Economic & Community Development Commission Meeting on 5/27 at 3 PM in Council Chambers at City Hall.
2025-2029 Consolidated Plan & 2025 Action Plan
The 2025-2029 Consolidated Plan is a planning document submitted to the Department of Housing & Urban Development (HUD) that identifies housing and community development needs, addresses affordable housing, homelessness, economic development, public services, and infrastructure needs in our community.

Two public hearings were held regarding this report at the Economic & Community Development Commission Meeting on June 25, 2025, at 3 PM, and the Finance & Personnel Meeting on July 3, 2025, at 6 PM. Both meetings were held at City Hall in Council Chambers.
The Plan was Authorized and Adopted by Common Council on July 10, 2025.
Citizen Participation Plan
The Citizen Participation Plan(PDF, 392KB) is required by the U.S. Department of Housing and Urban Development ensures that residents have a voice in how federal housing and community development funds are used. It requires local governments to share information, hold public meetings, and consider community feedback—especially from low- and moderate-income and underrepresented groups. Overall, it promotes transparency, accountability, and better decision-making aligned with community needs.
